The Following information is in the order of the National Network of Grant makers COMMON GRANT APPLICATION we understand you prefer.


    The Los Angeles County Board of Supervisors has approved an $80 million dollar Housing and Homeless Program Fund (HHPF) for the disbursement by LA’s Chief Administrative Office.  WPFO has submitted this Grant Request and recently received an invitation to submit more information via their Request for Proposal.   FOR YOUR CONSIDERATIONS:   A matching grant amount would shed much positive light on our Organizations goals in receive a portion of the $80 million allocated for the Homeless.


FUNDING REQUEST INFORMATION


          World Peace Flag Organization, 501 C (WPFO).  Since WPFO inception in 1996 no one has received a salary and when they are to begin our “By-Law” limits them to not more than $500.00 per week per employee.  The Organization has received the Los Angeles Mayors Certificate of Appreciation Awards.  This grant application is under the names World Peace Flag Organization 501 c4 (WPFO)  and Better Vision for Children Foundation 501 c3.  (BVC) 


      This is a joint application  Better Vision for Children Foundations a 501 c 3 founded by Tom Cataldo the inventor of “First Alert” which has saved 1,000 of Seniors.  Visit: www.bvcnow.org


B.V.C. Goals:  Organization, Objectives and Utilization of Donations


The Better Vision for Children Foundation (B.V.C.) is a nonprofit public benefit association which is organized and operated for charitable purposes. B.V.C. has established its tax exempt status under section 501(c)(3) of the Internal Revenue Code.


This is the sole purpose of B.V.C.:


  To prevent and cure partial or total blindness resulting from amblyopia (lazy eye) through:


  Getting information to parents, pre-scholars, children's homes, etc., on the importance of getting pre-school children's eyes tested and corrective measures performed by ophthalmologists and other professionals with experience in screening and treating amblypia


A program of mass screening of one- to four-year-old children for amblyopia, retinoblastoma- eye cancer with a digital photo screener that can be operated by non-medical personnel.  We would like to see at lease one each van with screening equipment in each major US city.  Cost to vehicle and equipment is approximately $150,000 and it would require two employees at a salary expense of approximately $100,000 per year.  A percentage of the profits from Noah’s Ark Theme Parks will help with the delivery of these much needed medical vans.  An area at the Noah’s Ark Theme Parks will be set aside for complementary screening of children who visit. To place one Medical Van per state @ $50.000 each plus salary for two people each.


  Payment of, or reduction in, the cost of the prescription eyeglasses or lenses required for treatment of underlying eye disorders

                                Necessary Sight-Saving Legislation Moves Forward


House of Representatives Passes Health Funding Bill


Increases possible for vision loss prevention and research


 


The House of Representatives passed its version of the FY 2008 Appropriations bill yesterday, providing $154.2 billion for a range of important labor, health, human services and education programs.


      With regard to vision, the legislation includes $3.46 million -- a 40 percent increase -- for the Vision Screening and Education program at the Centers for Disease Control and Prevention (CDC). Better Vision for Children has applied for a grant from this program to support our efforts to raise awareness and educate individuals about their risk for vision loss, and to screen them for vision problems.      The legislation also included $677 million for the National Eye Institute for biomedical research into vision problems.


     House passage of this legislation is only the first step in a lengthy appropriations process, as the Senate must also pass its version of the bill. The legislation also faces an uphill battle with the White House, as the Administration continues to threaten to veto the bill because it exceeds the President’s budget.


Mr Cataldo Founder of Better Vision for Children states “we will continue to work to support this legislation to ensure that all vision programs can receive the resources they need.”



House Committee Passes Vision Care for Kids Act


The Vision Care for Kids Act of 2007 (H.R. 507, 7-07) cleared its first hurdle in recent legislative when the House Energy & Commerce Health Subcommittee voted unanimously to pass this legislation. Prevent Blindness America has been an ardent supporter of the Vision Care for Kids Act, which was a centerpiece of our Eyes on Capitol Hill agenda.  Congressmen Green of Texas sponsored this bill


      Vision disorders such as amblyopia (“lazy eye”), strabismus (“cross-eye”) and refractive errors are the leading causes of impaired vision in children. Vision problems can harm school performance, impair ability to learn, and can sometimes lead to behavioral problems. Even more troubling, uncorrected amblyopia or strabismus can lead to PERMANENT vision loss. Despite this fact, only 20 percent of children are screened prior to entering school, and only 14 percent of children receive comprehensive vision exams.


      H.R. 507 would provide comprehensive eye exams for children who have been identified by a licensed health care provider or vision screener as needing such services.


     While committee passage of the bill is a great first step, more work must be done. The bill needs strong support from both sides of the aisle to ensure that it gets passed by the full House of Representatives. LEGAL NOTE:  Counsel informs that both a 501 c3 and 501 c4 are IRS approved 501 c Non-Profit Organizations.  The basic difference between a c3 and a c4 is that the Grantors tax deduction with a c3 is taken as charitable deductions and may be subject to limitations of your IRS Adjusted Gross Income amount.  The Grantors tax deduction with an IRS 501 c4 Non-Profit is generally taken as a Promotion/Advertising amount and has no limitation amount.

RESULT:  Help to educate and provide clean water and food for those in need and to provide complementary testing of children for amblyopia, retinoblastoma – eye cancer.

                          SHORT TERM GOAL PLAN:


 


      Have an all day Music Festival from 10am to 10pm at LA Coliseum which will accommodate  92,516 people with extra seat/standing in the infield.  The music will be varied and theme will be of the Renaissance era.  We have contacted both the Rose Bowl and LA Coliseum events and philanthropy committee to perhaps get the stadium expense donated or a part thereof to our Non-Profit and in return they will become the sponsor whose name will appear on the Noah’s Ark float which will is scheduled to be  in the Hollywood 2007, Rose Bowl 2008 and Martin Luther King 2007 parades.  Disclaimer:  The foregoing LA Coliseum reference is proposed and not yet approved…..  In the alternative we have recently found a benefactor who will put up the required fees at the Stadium.  If not at the Coliseum or Rose Bowl a place of equal capacity such as Orange County’s  Anaheim Stadium or a College Football field.


 


      By receiving donations of only $49.00 per person and moving 80% or 80,000 tickets for the day’s event will earn us $3,925,000 gross income.  Out of this we should pay for the expense of security etc.  Our talent will hopefully donate their time but it is customary to cover their travel expense.  If we set aside $1,000,000 this leaves us a profit of $2,925,000 plus vender’s fees and our T-Shirts and other sales etc.   Our vendors will come from a group of Irish/Scottish/Renaissance traveling merchandizing groups, peace and envirmental groups.  We will encourage participants to dress in Renaissance era costumes.   Additionally, their will be income from  food and/or beverage sales they will have an income for the day plus advertising via Noah’s float to over 41 billion people in 137 countries  and  positive advertising to all of our email and media contacts listed below.   We will also have a charity auction via aired internet the day of event.   Mr Tom Cataldo, of Better Vision for Children Foundation – wwwbvcnow.org has offered to bring one of their vans to this family event so the children will be screened for amblyopia, retinoblastoma – eye cancer; a childhood preventable blinding disability.   Truly a Win – Win!!!


 


     Our main advertising will focus on local LA and State of California.  As a Non-Profit most advertising will be complementary as we will offer them a spot in our “event book” for advertising trade offs.  We have a list of 19,203 fax numbers located mostly in the  US with a few in Canada. A total of 890,000 fax numbers are available in the 4 major languages of the world.  In the US/Canada we have fax numbers for  8,166 AM/FM stations, 1,496 TV stations, 5,084 Weekly newspapers, 1,468 Daily papers and 3,019 Magazines of which we will send several press release to as we will own this list. We own 23,242 of opt-in email to the foregoing media contacts.  We also own a list of 7,208 World Chamber and Commerce opt-in email address which are located in 137 countries of the World.  Additionally we have available an opt-in email to a list of 5 million Churches/Non-Profits located in the US and Canada for our promotion. Email is the magic of 21st Century because we can write our message just one time and click send and within an hours time we have delivered it to approximately 1 million opt-in people who want to learn about the goodness of happenings on mother earth.


 


      Short term income will come from tickles and sales of booths to peace and environmental  groups.  At the event we will also make available our own peace products and would like to sell LA Coliseum season 2008 tickets . Additional income via a silent auction at the event and sponsors..  Long term income will be provide from our website and its affiliates who earn income by helping us to help others and from the Noah’s Ark Theme Parks(s) as described in detail below.


  


      Our artists have yet to commit (in writing)  but their will be a variety of styles over the 12 hour period. To help encourage our talent to help us to help others we will list their names on our float, Noah’s Ark “Honor Wall” to be seen for years to come and at our web site.  We will invite Ca and other politicians to speak; however, there will be no reference to politics.  This is a day of peace, love, forgiveness and hope for a bright future.   Who knows this could become an annual event…….. 


 


     We will sell tickets through LA Colesium, newspaper press releases, magazine – radio – TV- IPOD articles advertising, opt-in email advertising, Ticketmaster, WAN, etc 


 


      This event will provide enough income to build our float for the Parades and have a good start in the build out of the first theme park.  This event along with parades will publish International news of the opening of Noah’s Ark Theme Park(s) as described below.


 


In the event this cannot be held at LA Coliseum we may be able to hold it at one of the proposed areas of the Theme Park or Rose Bowl in Pasadena with approxmately 92,000 seat in Jan 09.

A huge, worldwide peace declaration with  a 24-hour "live" convergence media broadcast featuring an unprecedented lineup of world-class performers from every corner of the world. United to bring attention to cultures around the globe, WPFO ignites a common vision 'to bring an end to war AND human suffering during our lifetime'.

The worldwide media event is projected to reach more than 2 billion people in 183 countries, via television, radio, internet, IPOD’s  and streaming cellular telephones. WPFO, a non-profit 501(c) will be the recipient and beneficiary of all donor funds and contributions to be distributed per our By Laws and Articles of Constitution, to wit: SEC

The distribution of funds will go to accredited organization such as the United State, Internal Revenue Services 501 (c3) organizations exempts from taxation under section 501 (a) and to organizations of similar status in all countries of the world based upon its total number of population as it is a percentage of the worlds population. Funds will primary be distributed to feed the hungry first, then to teach the hungry how to feed themselves. If any country still has funds coming from this organization it will be given to medical concerns and then housing.     We will showcase international musicians, dancers, drummers, acrobats, child performers, film stars, political and religious leaders, Nobel Prize winners, artists, best-selling authors, and diplomats. Live, pre-produced and interactive segments aim to inspire, empower and re-educate the people of the world... for all of us to be the difference we seek in the world.   WPFO may invite to participate an Independent Production Talent Team


 


                Primary Host Cities locations currently planned:  Los Angeles, Las Vegas, Bogota, New York, Rio, London, Berlin, Johannesburg, Dublin, Tokyo, Soul, Beijing, Sidney, Moscow, Tijuana and Cairo.  Second host cites sites also supporting and participating in global humanitarian event.

II NARRATIVE


OUR MISSION:  To help educate, provide clean drinking water, feed and housing the homeless thru Theme Parks/fundraising programs.  Screen children for amblyopia (lazy eye), retinoblastoma (eye cancer); a preventable illness.   Our current Goals:


         


Artists concepet of building plans for Ark


                                          


      1.  Creating International Flag of Peace over a 10 year period with 10 annual flags, for the Human Family by the Human Families vote.  Mission to Promote Peace - help feed, house and provide clean drinking for those in need.  A 501 US Non-Profit since 1996 Help us help others….  All volunteer team - when salaries to begin, our By-laws state no one person will receive more that $500 US per week.   At the end of 10 years the Human Family votes to see which annual peace flag become International Flag of Peace. 


         ***ALL NEW (July 07) Fundraiser for school children and other US Non-Profit Organization via two-tier Affiliate Shopping Program promoting thousands of peace and consumer products. “Web-link only once” earns 10 to 20% commission of gross sales for you or your project and 3 to 5% of your Sub-Affiliates sales.  Also:  Children’s “Angel Peace Pin Posse Program”    Consignments to Non-Profits also available.


 


     Our annual flags are educational as the “1st & 2nd N 10” has booklets available that teach interesting facts about each of the counters on the flags.  The “4th N 10” has a book available by its creator that explains the facts of the different religions of the World.  These book are non-political and do not favor any one religion.


 



  1. Help re-build exact replica of ‘NOAHS ARK with Renaissance Theme Park.   GRANTS, seed money contributions also appreciated.

  2.         Help build Noah’s Ark Float for CA Rose Bowl Jan 1, 2008, Dec 2007 Hollywood, and Feb 2008 Martin Luther King Parades (1 float 3 parades) – Sponsorship float endorsement of between $160,000 - $300.000 (animated)

This application is to request funding for (1)  the building the float for the above parades and or to (2) help in the building of “Noah’s Ark” hotel and Renaissance Theme Park. (3) funding for Music Festivals  (4) or BVC Van requirements  of 50 per US @ $150.000 each.


 


              AMOUNT REQUESTED:  All contributions large or small appreciated.  Grant makers will receive International attention as we will place your name as Our Sponsor on the float and the commentary while passing the media stations of three major LA, CA parades; will broadcast to over 41 million US households plus in 77 International Territories on 11 major stations it was your concern who have helped us to help others.


 


START DATE:  Immediately         Completion date of Float by end Nov 2007 in time for our first of three Parades.  Completion date of our first Noah’s Ark Theme Park - spring 2009.

EXPECTED AUDENCE:   41 million US  plus, 77 International Territories, 12 major TV stations for the Rose Bowl Parade and over 2 Billion for the Int’l Festival of Peace 2008.


AREA SERVED: Geography area served: The first Noah’s Ark Theme Park will  be located in  California, Texas or Hawaii.  Then depending upon profits funding etc Mexico and New Zealand areas. Our long term goal is to have at least one on each Continent.  The Parades and Music Festivals we will bring to the people of the World a way they can help us to help other with our newly implemented “Affiliate Program”.  The World will be aware of our building of our “Noah’s Ark Renaissance Theme Park and Hotel” and the help our sponsors made in “making it happen”!
